For the glue to get a real grip, the contact surface needs to be lightly roughened. Use a rasp or coarse sandpaper over the areas on the hoof wall where the pad cuffs will attach. The goal is a matte, even surface — not to remove material. Roughen only the outer hoof wall, never into sensitive structures. If unsure how much, do less; your farrier can show you the first time.
